Releasing my money to my card.

Why does it take 72 hours to release my money to my cc? I transferred funds to my cc so I can pay my phone bill, now I'm at the library using Wi-Fi to ask this question because it's been 3 days and my funds have not been released. How do I get access to my money faster?
