Paypal says money has gone in to my bank account but it hasn't

Hi, I ordered something off ebay at the beginning of the month, and the item arrived, the item didn't fit me as I'd hoped so I refunded it, the seller gave me a refund when they received the item back, and I looked in my paypal account and it said £200 has been received, and then it says it has directly refunded it back in to my bank account, so I go to look in my bank account and the money isn't in there. It has the status "Completed" which means (by paypal's definition) that the transaction is complete and the money is already in my bank account, but it simply isn't, and it isn't in my paypal account either, what do I do?

The status "complete" means that PayPal has initiated the transaction process, so from PayPal's perspective, their part is done however, now it's up to the bank's processing schedule to complete the process.  Depending on your bank's process it may take a few business days.

Even though on my online banking there are no pending transactions or anything like that?

PayPal has no direct link to your bank account and you bank account has no clue about any transfer when PayPal initiates the process.  It will just go thorugh the interbank transfer proess in your county passing along information at every step.  You bank will be advised of the incoming transfer after it passes through the last interbank step.  It will take several days as the process is no instantaneous.
