Paypal balance to debit card

Ok so i put moved 25 to my debit card at 8:30 and its 10 now, they already took out 25 from my wallet and transaction says complete. I payed the 25 cent instant transfer. I still dont see anything on my card or bank. PLEASE HELP ASAP
