PayPal says it will only "Lock" the account and not actually "Close" it..!!

When I go to Resolution Center, I see this -

It's been like this for more than a year. When I sent mail to PayPal, I got a response saying -

Unfortunately, our decision to close your account is final.

Ok, fine. Then close my account. It is NOT closed and I'm still able to login. When I go to PayPal settings and click "Close your account" link, I get error saying - 

There's something that needs to be resolved. Please contact customer service, and we'll help you with it.

I called up PayPal customer care, the rep says "Your account IS closed". Uhh... no it is not. How am I able to login and add more bank accounts then? The rep says that's how a "Close" works. All she can do now is "Lock" the account so that I can not login anymore.

 

In what world is that a "Close"? PayPal still has my bank account details and credit card details and won't let me delete them from the account while still letting me add new ones. This is some high level of mafia behavior. Closing means nuking of all data related to me. How can they hold my data hostage?

 

If they are closing my account, they must delete all my data. How do I proceed with this?

PayPal can close or lock your account but they cannot remove or delete it; the data must be retained for legal and financial records.
