I dont have a credit or debit card, but have money in PayPal account. I purchased an item and PayPal declined my transaction. I dont qualify for a credit or debit card. How can I purchase items. Giving up my Social Secuirty isnt an option.
If you're not able or willing to ensure your identity, then you're going to be stuck with limits on sending, receiving and withdrawing funds - it's totally your choice but, moving forward, you're not going to be able to use this service as intended.
