New account || cannot add phone for Two-factor authentication

All,
Due to a wrong name on the account, I had to close my account and open a new one on the same e-mail adress (now with he correct name). In the old account I used to have two cell phone numbers registered which acted as a second layer of authentication. PayPal support closed the old account for me, however it seems that my phone numbers are still registered somewhere in the system. When I try to my add phone numbers for two-factor authentication to the new account, I get the message below. Please note that this happens to both of my phone numbers.

After the account closure 24 hours have already been passed, so (according to PayPal support) the closure must have been fully processed by now. I contacted (phoned) the Dutch PayPal support multiple times about this issue, but they either don't understand what I am trying to achieve or just can't help me.
Hopefully some one on the Paypal Community is able to help me!
