Need Help to lift limitation in my account

Hi I hope someone can help. I am from the Philippines and my account has limited right now, I cannot send and withdraw funds due to some identity confirmation issue. But I have already submitted photo of my drivers license and barangay ID to confirm my address and identity a few weeks ago but it has not been lifted. I tried to send an email to the help center but up to now no one has responded. If I go to the resolution center the proof of identity and address already has a check mark but it has been weeks already. I also cannot upload another document to ID. I tried calling this +<removed> several times but they said they cannot help me as they cannot transfer me to the division that handles international accounts. What they gave is a number for the billing department. Can someone help me ?
