Cant claim money, added debit card but doesnt give me option to transfer.

I have 15 dollars I'm trying to get on mt card. Already put it in once but it asks me everytime to add a card and doesnt give me the option to pick the card I had already added. Its a MasterCard so I dont think it should be an issue. I have a feeling if i add my bank account its going to give me the same issue. I'm lost. Should i remove the card then add it again? Tried calling customer service but really wasn't helpful at all. It gave me a bunch of commands that are used on the computer website, and I dont have a computer.

who issued the card?

it may not be in the network for transferring Paypal fund to your card.

adding a bank account and have it verified should work,unless it is a cyber only bank

The same thing happened to me. However, Ive had money sent to this card through paypal before, now its not letting me link my card when i try to claim my money.......
