Massive fees on a transfer that basically ended with me losing a lot of money.

Last week I had transferred $300 to my PayPal from my bank just as a means to store some cash and use it for online purchases, this feature I do fairly often as it doesn't cause any charges. I didn't expect a couple of unexpected non-online charges to come up so I intended to transfer $200 of that back to my bank.

 

After a seemingly extended time for that money to get back to me, I also noticed that PayPal had charged me over %25 of what I wanted transfered as some sort of fee. So instead of the $200 that I needed getting transferred, I got that minus a $50.99 transfer fee. Is that even right?? I believe I had transfered money back into my bank in the past and I don't recall any significant charge like that before.

 

It was all my money just moving from one place to another and I lost that much for no reason??
