Hey! Long story short : Made a new card , Visa Electron ( Banca Intesa , Serbia). Added 10euros to it (needed for paypal verification). Tried linking it to the account (which is verified) and it just wont add it.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
