If your account is limited. There's usually a reason on why it is in that state. PayPal will require you to do some actions like confirming your identity by submitting documents.
I am in the same situation as this man (original poster) and many others are in the same position with "account limited."
I have personally sent in so much required documentation and they are still declining and in my situation it's much worse because I can't user my account anymore. Something is wrong with working behind PAYPAL.
