are you buying or selling?
are yiu referring to the 25 cents transfer using debit card?
if you are buying using bank fund,if you have a credit card linked,it would be instant transfer, your seller gets the money instantly and can ship same or next day.
but without instant transfer,it then becomes an echeck and will take days to clear.

I'm just looking to transfer funds from PayPal to my bank account (like I occasionally do) the way I've always done it -- fee free. When the "Instant Transfer" info pops up, it doesn't give me the choice to opt out of that.

Thanks. So you're saying that if I keep my bank debit card in PayPal, it will automatically do instant transfer, and not allow me to do a regular transfer? I can't remove it -- it's the only account I use.
