I can't add a visa gift card

Its my birthday today and i got a 25$ visa gift card. Whenever i try and put it on it always says.

'We're sorry, we're not able to process your request. Please try again later.'

Help!!

Is the card registered to your name and address, the same as on your PayPal account?

Why don't you just use the card for a purchase payment?
