Welcome to the Forums! 

I'm happy to point you in the right direction for creating a mobile PIN. Before creating a mobile PIN, you'll want to add and confirm your mobile number:

Here's how to add your mobile phone number:

1. Log in to your PayPal account.
2. Click the Settings icon next to "Log out."
3. Click the plus sign (+) beside "Phone".
4. Enter the phone number and check the box beside "Make this my primary phone" if this is your primary phone number.
5. Click Add Number.
6. Click Confirm Code.

Once you receive the confirmation code:

1. Click the Settings icon next to "Log out."
2. Click Confirm beside the phone number.
3. Enter the confirmation code and click Validate.

After your mobile number is confirmed, you'll be able to set up the mobile PIN:

1. Log in to your PayPal account.
2. Click the Settings icon next to "Log out."
3. Click Security near the top of the page.
4. Click Create or Revise next to "Mobile PIN."
5. Enter your current password.
6. Create or change your PIN and click Add or change PIN.

Help!  When I click on security, there is no option for "mobile pin".  My mobile number is already linked. I tried to go through the steps you listed from the very beginning, but I do not get an option to "confirm code". 

I tried to pay at a merchant yesterday, for the first time, and it asked for a pin.  I don't have a pin!!  I can pay online and I can transfer money to my bank, and I have done so for 7+ years from this very account.  I've tried EVERYTHING I can find to establish (or even find) a pin.  HELP!
