Errors, errors, errors. And NO SOLUTIONS

1) I cannot confirm my mobile.
No matter which number format I use (whithout symbols) It ALLWAYS gives me: "Your mobile number was added, but there was a problem sending the code to confirm it. Make sure your number is correct and try sending the code again." And YES, the number entered is CORRECT.
2) I cannot create a security key.
It gives me error: "Check your number and try again."
3) I received an invoice. When I want to pay the invoice I get error: "Sorry, we can’t complete your purchase at this time" and then I am logged out.
FACTS:
- I created this account recently (about two weeks ago)
- I successfully linked my bank account
- I have searched for over a week on PayPal Help and Community and the rest of the internet for solutions.
- Thousands of people seem to have the same (and other) problems with PayPal and to the thousands of same/similar problems posted out there seem to be no answer available, and the very few answers posted don't work actually.
- I've tried and tried and tried every mentioned "solution" out there to no avail whatso ever.
So far Paypal is absolutely useless as nothing seem to work. Even there "contact us" only leads to a page with thousands of questions and NO answers.
I cannot find any "create a problem ticket" button, No phone number to contact or an email contact where I can go to to have my problem solved.
I wonder if anyone can answer my question.

I've got the Security Key issue too. I phoned support and after I finally managed to explain that it was an issue (they really wanted to just read out the instruction for setting up 2 factor authentication) I was told "Ah! ok, it seems there is something wrong. myself and a colleague have just tried to set one up ourselves and we cant do it either! Rest assured this will be looked into and you should get an email in a couple of days saying its been fixed"
Here we are about 6 weeks later. no email. still getting an error
