Adding international shipping address

My billing address and financial information is based in the US, but I spend most of the year abroad. For whatever reason PayPal will not allow me to add my international shipping address and therefore all transactions (especially the PayPal credit) are being denied. Is there anyway to change this without the absurd comment that I should just open an account for each country? 

This is 2018 and I can't believe this is still a problem. I can't be the only one with this problem.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

The only exception is U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).

I have already TRIED making a new account in my new country and linked my bank account, but still can't use it to pay. It says I must add a debit or credit card, but as I have already mentioned it's a US card and so won't let me. I can't use my US account and can't use my international account. There must be a way! 

 

This is an antiquated and outdated system that is failing to provide for the needs of those of us who move often (especially internationally).
