How can I resolved the 1st issue of accaunt access is limited. And also I try to put a new credit/debit card to resolved this but in says below the CAN'T DO when you have limited account. i cant make payments and i cant send money to people. im selling on ebay and i need paypal. i send all docutems to verify and still i am waiting like 1 month.
I Already sent a bulk of email to them but they dont answering. to resolve limitation on my account that is imposible to fix because I don't have bussiness and I cant Provide my business information.
What can't I do while my account is limited?

- withdraw money from your account
- close your account
- add money to your account
- add or remove a card
- add or remove a bank account
- send refunds
