Account Closed Because I was Under 18

I had my account closed earlier this year for violation of Terms and Services (being 17 and not 18). I'm 18 now and would like to know if it is at all possible to have access to my account restored, or at the very least be able to create a new account using my existing debit card and bank account.

It should be ok, but you must phone PayPal support to get the details.

If you try to start a new account it will be closed as it would be associated with a limited account, so you need work with PayPal support.
