Access Denied when I reply to a secure message?

I login fine, then I go to reply to a message since I'm having another problem with PayPal and then it tells me access denied. Then I need to close the browser, reopen it and I can log in again, but trying to reply to the secure message gives me the same error.

I have the same problem but for me closing browser does not help and using different one also does not help i have to manualy reset my router so it used different IP address.
