somehow when i opened my account in 2013 i set it up as in UK I in fact am in USA want to change it

Remove your financial info ie cards and bank accounts and close your UK one.

Then open another one in the U.S

I have the same problem. I've moved from the UK to France and it won't let me change it - I deleted the bank accounts and cards and still nothing...

There is not an opportunity to change the country the PayPal account is registered. In this situation, you will need to close the current account and open one in the country in which you currently reside. Closing the old one first will allow the new account to be created with the same email address.
