Why does my paypal keep coming up in Chinese and how do I change it back to English?

I am trying to set up a paypal account and all of my paypal pages show chinese and no english at all. 

I followed other people's advice and cleared my browsing history, cache, cookies, and it still shows chinese!

Can you please help me change this back to English somehow?
