Transfer to bank account not working....

I have a "balance" in my account. It says it's there, but yet, it says the funds are not available. When I go to transfer the money to my bank account, it gives me an invalid message. 

There is a package I need to mail out to a buyer on ebay. However, I don't want to send it out until the money is in my bank account; furthermore, how long does it take for the money to get into my account, especially since I can't use the checking account that already is there. I know it's there because I have purchased things in the past, and that is through my checking.

Can anyone help me?

Are the funds SHOWING in your paypal account balance?

If they are does it say pending by it?

Are you a new ebay seller?

Have you had an email from paypal that says the buyer has paid?

Is the auction or transaction international?

Is it in the same currency as you accept?
