ERROR - You cannot add a bank at this time.

I'm trying to add 2nd bank account to my paypal account and it throws the message... You cannot add a bank at this time.

Can someone help me with this please.  I'm account is from Philiipines and Bank account also is from Philippines.

Appreciate if someone can help. I have many payments pending because of this issue.

Having the same problem too, I'm also from Philippines, Adding a bank from Philippines too, I'm also adding 2nd bank account.
