Cannot close my account - Get error

I've been trying for about two weeks. Every time I try to close my PP account, I get this.

"Sorry, there's a problem. If you keep seeing this, please contact customer service."

I see these same issues from all the way back to 2012. So wtf? It sure isn't a problem creating an account, but try to close one and noooooo.

Before you can close your PayPal account, you will need to withdraw any money from your PayPal account balance and make sure that all pending payments and orders have completed within your account. If you have withdrawn your balance and waited for your funds to clear but continue to receive this same error message, I recommend reaching out to our customer support teams at 1-888-221-1161 or on Twitter or Facebook for additional assistance.
