Can't select payment method on shipping label

I just created a re-ship label, and PayPal's brilliant "new layout" never gave me the option of selecting the payment method, something the old site permitted without quibble. Does anyone know a workaround for this, or better still, a way to get the old version of the site back?

For PayPal shipping, a credit card can only be used when there is no balance and no bank account registered.

If you have a PayPal balance, PayPal shipping will use your PayPal balance.
