Can not setup Sandbox account

I am trying to setup sandbox on my account and i get every time "We are sorry, something went wrong during account creation. Please try again later." I have tested many settings to create it always inform me same and account is not created.
Are there any problems with sandbox now?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
