Shopify/PayPal Express issues

I am continuing to have issues with PayPal express checkouts with customers in the USA, and it is costing me hundreds of dollars in sales. The error message is always the same 10606, which does not apply in these cases. It seems to be that the transaction is approved before the shipping charges are added, and then on final checkout, with the shipping charges added, the amount is different and the transaction gets rejected. Some sales go through no problem, others get hung up and I lose the sale. I NEVER had this issue on the Etsy platform, and I a now temped to go back to it, as what I'm saving in fees using Shopify, I am losing in sales. Customers are getting frustrated and now I am too. This has been going on for a couple months now and I'm getting tired of having to make up draft orders so they can pay directly through PayPal.
