Buyers of mine receiving error message saying that I can not receive payments

Is there something I need to do to fix this situation on my end? I've contacted customer support on multiple occasions and the have said that everything looks fine. Any suggestions?

There can be various reasons, for example, is your PayPal email address confirmed?

Everything is confirmed and fine, on both eBay's side as well as PayPal's. From everything that I can figure the PayPal account is unable to generate invoices (through different tests I performed). Therefore when eBay attempts to auto invoice the PayPal account after the selling of an item it is unable to and therefore generates the error. It is in PayPal's tech department hands now and we will see what they can figure out.
