it cleared my bank awhile ago lol they just want the interest on millions of dollars think about it if they hold everyones money ?

The seller has the details. You need to ask the seller.
It is also possible the seller is just looking for an excuse to not ship.
You could phone PayPal customer service and ask for an agent to look that transaction detiails. That way you should have the most accurate information.
if Paypal is withholding your payment from your seller,it couldbe he is new to selling,or been away ,or sell outside his normal range,or sell high risk item.
He would have to ship promptly and upload tracking so it would be released to him ,it could take 21 days,but he must ship your item.
best is to use Paypal or Ebay to print label,theh there is tracking .
he will never get his money if he does not ship your item,Paypal is protecting you.
