It's a unique tracking number (MTCN), which is a 10-digit number assigned to every Western Union money transfer. It's not something you would find in a PayPal transaction so if someone told you that they provided PayPal with this number - it's a good indication you have been scammed. There's no links between Western Union and PayPal and Craigslist scammers love to con people with this type of info.
