so I bought an IPhone through ebay around 6months ago, the Iphone didn't work well, so I messaged the seller and told him about the problem, he told me to send the Item back to them (it had a seller one year warranty) so I did, and since I did, I messaged the seller a few times but they are not answering what so ever, they promised they would refund me the money or send me a replacement, but they lied. it's been around 2 months since I sent the Iphone back to them. so I asked on ebay community what should I do, I was told to report to paypal, what can I do now?

You have paypal buyer protection for non receipt of item OR item received but not as described for up to 180 days post payment, after that its between you and the seller.
Advice is voluntary.
