Urgent Help with Shipping Costs using Paypal Credit

Hello,
On November 20, I bought a PLC trainer on ebay. I paid close to $360 with shipping using Paypal credit. An hour later, I was told that the trainer was damaged due to a fire. I only received $310 for the refund and not the shipping. I did make a claim to retrieve the $50 back to my paypal credit account but rejected. It is rejected because they only cover the return shipping costs instead of the original shipping costs. The trainer I wanted to purchase was scrapped and mentioned that I need to request the shipping charge from the transaction. It will not let them transfer without it.
Is there clear and straightforward way to solve this issue so I won't have to be ripped off of $50 for using Paypal Credit for an item that already is scrapped?

something does not make sense,if an hour after payment,seller found he cannot ship the item,he should refund in full.
is the order cancelled ?
