Toy non-compliance

What if someone purchases a toy from a business and upon arrival finds that it does not meet the federal regulations for safety compliance. The seller says their items are compliant and that they test their product themself even though it is something that is required for 3rd party testing. Would this be a PayPal dispute? Who should pay for return shipping? Should the buyer be reimbursed for shipping from when they purchased?

The Consumer Product Safety Commission is reponsible for enforcing safey compliance, not PayPal and not the seller.

You need to cite the specific Title, section and paragraph references where you believe there is non-compliance.

Does the product comply with federal labeling requirements?  If uncertain, check the Code of Fderal Regulations, Title 16.

PayPal will enforce it's own policies; it does not police government policies except as they relate to financial transactions.
