I attempted to forward an email to the spoof@paypal.com email and get an error saying "address not accepted by server. Is this a problem on my end or Paypal's?

Could be either, suggest waiting a bit and retrying:

I see this is a very old topic, but I have been having the same issue all week. I have had 3 spoof emails, and any attempt to forward bounces back with the following message:

This message was created automatically by mail delivery software.

A message that you sent could not be delivered to one or more of its recipients. This is a permanent error. The following address

I've been trying to forward MANY spam emails that I've been getting to spoofatpaypal.com, I also tried spamatpaypal.com and reviewatpaypal.com.   They ALL bounce back.

It's quite obvious paypal has no interest in fixing this. I reported it weeks ago and nothing has been done.

Makes you wonder if they do anything about the spammers too.

I have tried to forward three spoof emails to spoof@paypal.com but they all bounce.  Is there any other way to let Paypal know that numerous spoofs are being sent currently?

Try sending the email or text message as an attachment. For me, Google's spam filters were blocking my email.
