I see this is a very old topic, but I have been having the same issue all week. I have had 3 spoof emails, and any attempt to forward bounces back with the following message:

I've been trying to forward MANY spam emails that I've been getting to spoofatpaypal.com, I also tried spamatpaypal.com and reviewatpaypal.com. They ALL bounce back.
It's quite obvious paypal has no interest in fixing this. I reported it weeks ago and nothing has been done.
Makes you wonder if they do anything about the spammers too.

I have tried to forward three spoof emails to spoof@paypal.com but they all bounce. Is there any other way to let Paypal know that numerous spoofs are being sent currently?
