Hello, somebody is interested in buying an online account from me and I just want to know if there's way that they can charge back the money after I give them the account.

Of course. There are many ways. You have no seller protection with virtual items. You sell them at your own risk of loss.

They are telling me that they can send the money as family/friend and there is no way to charge back in that scenario. Is this true?

You are the seller. Take control of the situation and don't let a scamming buyer tell you what to do.
Just do it properly and send the buyer a PayPal invoice with all detials.
Just be aware, howevere, that you have no seller protection for virtual items so make sure you keep sufficient funds in your PayPal account to cover a refund.
