Problem with opend case.

I purchased the product using a visa card on eBay. But two weeks later, the product did not arrive. I sent the message to the seller many times, but I do not get any response. So I tried to open a case on ebay by pressing the "I did not recieved item" button.
"We have not been notified by PayPal about the possible fraudulent activity." For more information, visit the PayPal Resolution Center. " I can not proceed with this message. What should I do?

Is the transaction showing in your PAYPAL account or did you pay with a card as a guest payer to a sellers paypal account?

In that case contact your card issuer and ask them to chargeback for you.

Ebay gives you 30 days to open a case,if it is over 30 days,then you have to go to either Paypal or your credit card issuer to file dispute or chargeback
