Payment received

I have received payment from a buyer that says it is completed. The transfer to my bank account is pending. Can the buyer cancel his payment before the transfer is complete or is it safe for me to ship the item?

If you have received the funds - it's OK to ship.   The buyer can't cancel the transaction at this point.
