PayPal failed to honour Dispute

I went to dispute resolution with PayPal over a unauthorised payment to Skype SARL.  I was notified by Email from service@paypal that the amount of $65 would be returned to my account.  That was in June, it is now August and no money.  I rang PayPay and was told that the Email came from my bank and that I should pursue them - Completly wrong and have lost confidence in PayPal to honour their agreements
