Merchandise not delivered

I ordered merchandise and used Pay Pal as a guest with a credit card.  I can't find my order and it looks like the merchant has withdrawn the money from their account.  FYI:  Merchant is :  Nature's Pantry Foods, Inc;  from the Website Gluten Free Emergency Kits.  I have emailed merchant and left message on website, of course, no response.  I don't feel using PayPal is as safe as people think.  Does Paypal delete Merchants that are scammers and fraudulent?

Give customer services a call and they will open a claim for you as you paid as a guest buyer.

     BUYERS BEWARE OF " NATURE'S PANTRY FOODS INC. " - GLUTEN FREE SURVIVAL FOODS ! ! ! !

In October of 2017 I purchased a $99 food package through Pay Pal. The vendor sent a letter saying it had shipped on Oct. 9, but did not include a tracking number - which is a violation of Pay Pal "best practices".  I did not receive the item and tried contacting them four times via both email and their online message center. I reported non-receipt of item and also asked for a tracking number.

Vendor did not respond to any of my communications, so I contacted Pay Pal Dispute Center. They sent vendor a notification and suddenly I got an automatic email from vendor saying money had been refunded, but the PP service person on the phone at the time said that was not true.

Next, vendor sent the package again (on Oct.25) and this time it arrived, but in the mean time the vendor has sent me a nasty letter threatening collection and legal actions for "mail fraud". This is a joke because mail fraud is using the mail with the intent to defraud, and I didn't use the mail, THEY did. Nor did I try to defraud anyone, they did.

DO NOT USE THIS SERVICE - YOU'LL BE SORRY IF YOU DO.

If you have been burned by them, post a complaint here. If Pay Pal gets enough complaints about them they will no longer let them use Pay Pal to try to rip people off.
