Is SMS provider credits protected by Seller Protection System?

Hello,

We are SMS provider located in South Korea.

We offer SMS sending service to individual who wants to send SMS online.

Clients top-up their credits via Paypal but we are very anxious of dishonest clients who cancels their payments so that they get refund even though their credits are topped up.

But thankfully, from what I've just read in the support section, since April digital goods are protected only if they are not downloaded contents.

Here is the link: https://www.paypal.com/kr/webapps/mpp/paypal-seller-protection?locale.x=en_KR

What is scope for expanded Seller Protection?

Eligible categories of intangible goods such as travel & booking and business services have been covered under the expanded Seller Protection. However, digitally downloaded goods are not eligible under our Seller Protection Policy.

I am pretty sure that credits being topped up isn't a downloaded thing and I can also prove that credits have been topped up.

Can someone please confirm that this is protected?

Thanks.
