Do not use Paypal to purchase USPS shipping labels

I printed a label to complete a shipment. Everything went fine. I took the package to USPS and they entered it into their system with no problem. 2 days later it is sitting on my doorstep. I called USPS and they said they needed additional paperwork even though they cleared it at the post office. When I asked about the paperwork they needed, they were not really even sure what the paperwork was or how to obtain it.
Long story short, I ended up shipping it through UPS who delivered without any issues. However, Paypal will not refund my shipping label for USPS because USPS said that they will not authorize a refund once a package has been scanned. This is fraud. Paypal is unwilling to chargeback USPS and refund me, and USPS says that it was purchased through paypal so I have to deal with paypal.
Lesson here is NEVER to purchase shipping through paypal. They will not protect you. Now off to post this on 4Chan.

-you cannot sue the post office or US goverment
-you do not get a refund if you have taken it to the post office and it was scanned.
-but you should look into getting a refund if it has been scanned/accepted by the post office and they fail to deliver at a guaranteed time.
But what muddles the water is that they brought back the packge to you claiming you have provided incomplete information,therefore voiding the guarantee.
If you read USPS guidelines on guarantee,they would not honor the guarantee if it is due to customs delay or with certain shipments which are turned over t o Fed Exp,it must be shipped from a designated post office where the Fed Exp driver comes by in late afternoon to pick up these packages.
so what kind of package are you shipping,where is it going and what information is missing that they have t o return it back to you/

I wonder if the documents USPS was asking was a pro forma invoice for customs. The post was vague about that. We also do not know what the item shipped was that required these special documents.
I once did a cc chargeback on USPS when they denied my request for a refund on a label which was not used. Only had the electronic info was transmitted status. I didn't know they had denied my request until just after the deadline to appeal had passed. Lucky I had went to check my USPS email folder when I did. I wrote to USPS about it, no response after a couple days so I went to my trusty Amex. They hooked me up, and got my refund.
If you paid by credit card, file a chargeback.
