unfair Case Resolution - against user agreement - appeal?

I bought 10 pieces of the same item from a chinese seller on eBay. The transaction amount was 600 USD in single payment. What the seller did is that he shipped my items one by one, total 10 parcels (I asked him about this, he replied it was due to customs reasons...). He shipped the parcels with tracking numbers but I did not received them. I went to the post office to ask about the packages but they double checked and did not have them.
Problem is that I have never received my order. I opened a claim and 40 days later PayPal's "Notification of Case Resolution" email arrived with the following: "We have concluded our investigation into this case. Unfortunately, at this
time we are unable to decide this claim in your favor."
I have never had any problem with my purchase this before. I checked the user agreement and found that all transactions over 250USD requires signature confirmation. Since I did not receive my item, of course, I did not sign anything.
So PayPal sided with the seller, now I am more than curious about the signature the seller provided, because I guess PayPal requested him to provide the Signature Confirmation which does not exist.
What should I do now? I am out of my money and also my item.
