is shipping considered a service?

I have a claim going for a payment that is entirely for shipping charges. Isn't that a service and not covered by buyer protection? It is a non ebay too.

Not by itself. Shipping is part of the transaction, so if someone is requesting a partial refund, depending on the scenario, PayPal can or may decide in their favor. If someone is requesting to be reimbursed simply for returning an item they did not want, PayPal normally does not cover that. That's the customer's responsibility.
