Unusual account activity has made it necessary to limit sensitive account features until additional verification information can be collected.

We have been notified that a card associated with your account has been reported as lost or stolen, or that there were additional problems with your card.

It's a common phishing scheme, there so many versions out there it's amazing.  The senders don't even know if the receiver even has a PayPal Account.  They just do a blast to thousands of addresses.  They only need one person to click on the link in the email and they have both the login and password.  The rest is history.
