I sold a wallet 3 1/2 months ago, never heard a word from the buyer, no feedback, no message no nothing. 3 weeks later I receive a torn up, tattered envelope in the mail sandwiched between a bunch of christmas pkgs, with an almost illegible return address on it. I finally figured out who it was from, a buyer, and sent her a message asking if she had sent me something in the mail? Heard NOTHING. Now, I get a message from PayPal saying she asked her bank to do a chargeback and they froze my acct for $300.00!!! How can this be? There are rules re a refund that she clearly did not follow... I didn't even know she had a beef with me and have not received the item back... I have 100% (166) feedback, and I spend a lot of $ on ebay and follow the rules to the letter. Can they do this?

Sounds like some kind of miscommunication.  There is a 45 day window to file a dispute.  If it was within the allowed time frame and you didn't receive any notice from PayPal, you need to ask them why.  Unfortunately account issues like this cannot be resolved thru the public community forum.  Most here are volunteers who have online businesses and experience with PayPal but, we can't look at accounts and transactions.  You can always go to the top.

I don't understand what is a chargeback settlement. The buyer claims that the purchase was made without authorization to use the credit card so I thought I just need to refund the ebay item amount of C$0.99. He only bought a C$0.99 item. He buy it now at ebay then paid thru paypal immediately. I even have not send his an invoice. Now he asked for a C$15.99 chargeback. It is EXTREMELY unfair to me as seller. I didn't do anything to force him to pay and now I have to pay extra C$15.99 for something that I don't really know what's going on. If I know a chargeback settlement is like this I will not agree with it. But of course at the end paypal will make you pay for it.

 

If this C$0.99 is pay without buyer authorize, the responsible should be on buyer itself or credit card company or paypal company. First, buyer should protect his own paypal account carefully. How can others used his account to pay? Second, credit card company should protect their customers. Third, paypal should has responsible to check carefully on each transaction. So is that mean paypal is not a safe place to buy and sell? 

 

I am extremely disappointed on paypal. WHY??? I just don't understand. I am so MAD. I can't believe paypal will ask me to pay for the C$15.99 chargeback. I just feel paypal is saying I am a THIEF that's why paypal ask me to responsible on this chargeback. If not why this chargeback will put on me.

 

If paypal keep having this chargeback how can we as a sellers continue to use paypal. 😞

It is NOT SAFE to use PAYPAL. 😞
