Why is Paypal helping unethical sellers defraud it's members.

Why does Paypal penalizing it's members while enabling/helping crooked sellers conduct fraudulent business?  By forcing the victim of a fraudulent transaction to pay for return shipping the item to the fraudulent seller they effectively penalize members for being victims.
Sellers know Paypal policy makes it unlikely the buyer will return an item when they have to pay the return shipping cost. Especially when the return shipping cost are a large percentage of the original item cost. (I bought an item for $289, i had to pay to ship it back after the seller admitted it was not "new" as advertised and they were aware it was damaged when they shipped it. The return shipping cost was $106.01, That 37%!! 
 So the seller can then ship damaged or completely wrong items that are nothing like the description they gave to sell it. Paypal just **bleep** me out of $106.01 in this exact way. (Claim #: PP-004-771-380-241) (Ref#: PT2670414)
Paypal is actually helping fraudulent sellers **bleep** it's members, yet Paypal claims to protect its members. Because of Paypal policies i have to give up 37% of my money because i was a victim of fraud!!??!!  I'm the god dam victim here, yet you guys **bleep** me instead of protecting me!   Give me one good reason i should continue to do business with a company that actually helps unethical sellers commit fraud on their own members????

There are certain risks that online buyers and sellers should understand and also understand how PayPal deals with forced returns/refunds.  PayPal cannot screen every item sold to verify the integrity of the item.  When a displtue arises, it will be buyer's word against sellers' word and PayPal needs to make a judgement call.  It's all part of the risk.

It is imperative that buyers do research and make sure they buy from reputable vendors and understand polcies of those sellers.  It is also important for buyers to undurstand legal rights.  It is important for buyers to select the payment method which provides an acceptable protection model; credit cards are a good choice.

Just like Paypal cannot screen every item sold to verify integrity of an item, neither can i. If a seller lists an item as new, sealed in box but then sends me junk, how am i to know they would do that. Members rely on Paypal to protect them from those commiting fraud. But all of that is a moot point because as i stated this seller incrimanated themselves in emails to me, which i posted as part of my claim. Paypal was not stuck between my word and there's, they had the sellers own words that showed the wrong that was done. The seller admitted to opening the package prior to shipping, and in the item description it was stated as "New", "Sealed". Also i had correspondence that show they were aware the of the damage. Which i had screen shots etc. to prove all of this. Paypal chose to ignore this. Paypal sided with me in the claim, therfore they saw and agreed the wrong that was done but still decided to penalize me with the return shipping cost. WHY?!! they already admitted i should get my money back for the transaction, why on earth should i also get the bill to send back the broken junk. Let me explain again how this rediculous Paypal policy invites unethical deallers to **bleep** its members.

EXAMPLE: I see an item online i wish to buy from someone inHong Kong, it costs $100, i pay for it with paypal, when it arrives and i open the box i find that instead of the item i ordered it is a steaming pile of @#$%^,  so i file a claim with paypal, they tell me to return the item, but the return shipping is $106.01, that i will have to pay for. So i have a choice, i can keep the pile of @#$%, and lose my money or i can lose all my money plus an extra $6 just to get it back to the seller. In what world is that protecting the member?  As i have stated, Paypal is enabling these people to commit fraud, because they know that the ridiculous Paypal policy will make it worse for a member to file a claim and return an item. The seller who was found to be in the wrong should incure the entire cost to make things right. That would be a policy that would protect members. By creating a policy that is basically helping these sellers, Paypal is complicit in this fraudulent activity, against it's own members no less.

There is no grey area here. "All part of the risk" really?! i use Paypal to avoid the risks of buying online. I they don't really protect me from the risk then why should i use them? i can just as easily use a credit card and fight with my bank if i get defrauded. Now we have come full circle, back to my question, Why, should i use Paypal when this is how they operate.

Answer to the WHY?  It's PayPal's policy.  PayPal policies aren't open for change to suit a buyer or a seller.  Buyers and sellers conduct transactions based on PayPal policies and the risks that goes with those policies.  PayPal isn't the seller of the items and doesn't screen items for sale; PayPal processes the funds for buyers and sellers.

Why are you people responding without reading what has already been posted? There is no need for discussion of PayPal screening items for sale, that's stupid. I said I had all the proof, even in the sellers own words that this was fraud. Furthermore you are stating the obvious, I know it is PayPal policy, that's the whole point of this discussion, Jesus, if you have nothing substantial to add then don't.  My point is simple, PayPal claims to protect its members, well if not in this situation of blatant fraud then when?

Why not call PayPal if you want to discuss their policy?

 

This is a user forum, not PayPal customer service.  Users can only give personal opinions and do not represent PayPal.

Another point of view:  PayPal can't protect users from making poor judgement decisions on purchases or sales.
