Why does PayPal allow "unverified" sellers to use it's service?

I've been waiting for two months for my dispute to be resolved. The vendor is overseas and clearly fraudulent, my dispute case states the vendor is "unverified." How can they still use this service? Meanwhile, PayPal is taking its time waiting for the fraudulent vendor to respond, so my dispute is stuck in limbo with no promise that I'll ever see my money. PayPal clearly has no concern for buyers. I will never use this service again!

Do you mean it says "Non-U.S. - Verified" ???

 

If so then their paypal accounts are verified they just don't reside in the U.S hence "non-us" as they are international.

 

I am in England and am non-us verified as i don't live in the states, however my account is verified.

I was allowed to buy and pay from non us unverified seller. WHAT??? Why do you allow unverified seller anywhere to receive payments on here?

Secondly do you mean non-us verified or non-us UNverified??
