Seller Protection When Shipping Overseas from the US

I sold an iPhone to an eBay user from Ukraine and plan to ship it from the US via USPS International Priority Mail in a small, flat-rate box. The item was sold for $140. The buyer does not have a confirmed PayPal address, but PP still states it is eligible for seller protection and USPS does seem to recognize the address.
What precautions do I need to take to make sure that I'm covered under seller protection? Will the tracking provided with regular priority mail be adequate if the buyer files a dispute?
The shipping should cost around $17 with USPS, but I'm fine with paying a bit more for another carrier.

P.S. There seems to be some concerns about USPS banning Li-Ion batteries, like the one in the iPhone. If somebody could assist in figuring out a cheap shipping solution that PayPal accepts I would be grateful.

Is there Swiss post there? Swiss post is cheap ,fast and can track on the website, now i start to use swiss post. you can check it in google.
