Scammed out of money using Services

Okay, so I'm in need of some help. I bought a Cell Phone from a guy that also put some things on it, so with some services, off the internet. I was new to buying things from people off the internet and the guy I bought the cell phone from told me to just put it as "Services". Now I'm trying to dispute and they're telling me he said it was a service so he doesn't have to provide a tracking number. They asked me for the website and he vanished from the website and closed everything down. Right now I'm providing them with some images from Skype of our conversation.
Now, on to something else. I talked to a supervisor and he told us we would be able to call our Credit Card and ask for a Chargeback and Paypal will automatically give us our money back. So we called up Visa and they're telling us we can't do a Chargeback because the payment is already successful.
So my question is, are there any tips that I can use to successfully get my money back, or is that money just gone?
