Protection for USPS/PayPal issues...

So here is my situation...

 

I ordered an item from someone who has a store set up through Store Envy. I purchased my item and filled in my address on their Store Envy order form during the checkout process. I then chose to pay with PayPal (the only option available) and logged into my PayPal account. I confirmed which payment method I wanted to use and that completed my purchase.

 

I received a receipt from her Store Envy store showing that the item would be delivered to the address I typed in. (Automated response, of course.) Then the next day, I received tracking information for the item. I tracked the item and it showed as delivered on 11/18. However, I never received the item. At this point, I thought maybe someone stole it.

 

Then I logged into PayPal to view the order and saw that the item was actually shipped to my old address (I just moved in February of this year.) So instead of the seller shipping to the address I provided her directly through her store, she shipped to an old address PayPal had on file. I was never given the option through my checkout process to choose a PayPal address to ship to. And my receipt shows that the item would ship to the address I provided her. 

 

Well, I called USPS and the item was definitely delivered to the old address. However, I had a forwarding address on file with them so the item should have been forwarded to my new address. 

 

So what do I do?

 

The seller is claiming it is not her fault because she shipped to the address PayPal gave her (even though I never had the option to choose one through her checkout process and gave her my current address on her store page.)

 

USPS agrees that they messed up but said they're only human and I have to go through PayPal to get anything resolved.

 

And I gave the seller my correct address directly through her store and also left a forwarding address with USPS  that should have gotten the package to me even though it was shipped to the wrong address.
